The Stage Manager has been almost unchanged since MacOS 13 Ventura. He collects the windows of inactive apps on the side in clear, small stacks. As on a theater stage, only the main actors are in focus, while distractions take a back seat.
You activate the stage manager in the control center, via keyboard shortcut or via the system setting “Desk & Dock”. At this point, MacOS only offers two options to influence behavior (see tip 1 and 2).
MacOS remembers these settings in the Preferences file ~/Library/Preferencess/com.apple.WindowManager.plist
